Purchasing Options for U.S. Federal Customers
We understand Federal acquisition regulations can be overwhelming and that Government employees are often hesitant to use their authorities or even talk to vendors for fear of breaking the rules. But as a small business with multiple certifications, Motive is eligible for a variety of fast, easy, and 100% compliant procurement options -- and yes, talking to us directly is allowed per Federal rules! Four Ways to Purchase Motive’s Services:
Government Credit Card
Federal customers can purchase $25,000 or more in Motive services directly – and without a contract - using a government purchase or training card.
Sole Source AWARD
Federal customers can award contracts up to $4.5M directly to us – sometimes in as fast as 2 weeks - thanks to our status as an 8(a), WOSB, and SDB.
Set-Aside Contracts
Federal customers can fulfill their small business contracting goals through solicitations open to one of our set-aside categories: 8(a), WOSB, SDB.
Existing Contract
Federal customers may be able to purchase services via an existing contract vehicle on which Motive is performing as a prime or subcontractor.

For Non-Government Clients:
Motive routinely serves commercial and civil society clients and accepts a variety of payment methods including credit cards, checks, and ACH. We work with clients to ensure up-front-pricing, fuss-free transactions, and total accountability for our work.

Government Credit Card:
Federal customers can purchase Motive’s services directly and without a contract using a government credit card.
Per FAR Subpart 13.301, “the Governmentwide commercial purchase card is authorized for use in making and/or paying for purchases of supplies, services, or construction. The Governmentwide commercial purchase card may be used by contracting officers and other individuals designated in accordance with 1.603-3.”
Most government purchase cards (GPCs) can be used to buy up to $20,000 in services, while DoD government training cards have a $25,000 or higher spend limit. Sole Source Awards:
As a certified 8(a) and Economically Disadvantaged Woman Owned Small Business (EDWOSB), Motive qualifies for direct “sole source” contract awards up to $4.5 million in value. Federal contracting officials are allowed, and in some cases encouraged, to leverage their authority to award sole source contracts to qualifying small businesses like us.
Sole sourcing saves the government significant time and resources on acquisitions and helps agencies fulfill their statutory small business contracting goals.

Per FAR Subpart 19.501, Federal agencies must award a certain portion of contracting dollars to small businesses, with defined percentage goals for various small business types. Agencies meet their goals by “setting aside” acquisitions and soliciting offers only from eligible small businesses.
